Who We Are
True Fleet Guide is made by Esmeralda and Rolando Cornejo of Top Rank ROI LLC. We explain the rules and the record-keeping that come with running a small fleet (2 to 50 vehicles) using the official agency pages, and we tell you where your state’s rules live.
Independent site. True Fleet Guide is an independent publication of Top Rank ROI LLC. It is not affiliated with, endorsed by or connected to any fleet software, GPS, dispatch or telematics company, including products or companies named TrueFleet or TRUFLEET. We write our name as three words: True Fleet Guide.
Why we made this site
Once a business has a few vans or pickups on the road, questions pile up: does a trailer put us over the USDOT line, do our drivers need ELDs, which mileage records does the IRS want, how do we keep track of recalls and tires? The answers are public, but they are spread across FMCSA, the IRS, NHTSA and state agencies, and much of the free help online comes from companies selling fleet software. We built True Fleet Guide to put the official answers in order, in plain English, with the source next to each one.
What we cover
- Federal motor carrier basics: when a USDOT number, an ELD or hours-of-service records apply, and the common exceptions small fleets use.
- Records: mileage logs, the IRS standard mileage rate and the records the IRS asks for.
- Vehicle safety: recall checks by VIN, tire pressure, tread and age, and what research groups such as IIHS report about driver safety.
- Buying and running vehicles: official fuel-economy estimates, EV charging basics and how to compare telematics without a sales pitch.
- State rules, labeled by state (for example, “California: …”).
What we don’t do
- We don’t give legal, tax, insurance or safety-compliance advice for your fleet. We explain the rules and link the agency; FMCSA, your state, a CPA, an attorney or a compliance professional can apply them to you.
- We don’t promise savings on fuel, insurance or maintenance, and we don’t publish made-up return-on-investment numbers.
- When we mention what a vendor says about its own product, we quote it, name the source and date it.
- When we mention our own company’s services, we label it plainly as our own.
Our mission
We only speak the truth. We only help within the category we cover. We always cite our sources, and we’re friendly and easy to do business with. Our objective is to help you find a better alternative, or to confirm that your present choice is already your best choice. We’re creative in how we explain things, but we never exaggerate: we say only what’s true, and nothing misleading or unverified.
How we use AI here
We use AI tools to help research, outline and draft. A person checks every fact against its source before anything is published, and each guide lists its sources with the date we checked them. The illustrations on this site were made with AI image tools and say “Illustrative image” where they could pass for a photo.
Our other sites
The same team runs True Trade Guide (software, websites and business email for trade businesses), Contractors Guidebook (starting a contracting business) and AI Talk for Biz (marketing and AI tools for local service businesses). When a topic belongs there, we link to it instead of repeating it here.

Education only: general information, not legal, tax, safety-compliance or other professional advice for your fleet. Federal and state rules, rates and deadlines change, so check the official agency we link (FMCSA, IRS, NHTSA, the Department of Energy or your state) or ask a qualified professional before you act. True Fleet Guide is independent and isn’t affiliated with any fleet software or telematics company. We may earn money from ads and, in the future, paid links; our advice isn’t for sale.
